All levels of government benefit from an administrative structure capable of preparing for unforeseen events. It is important to understand the framework of an Emergency Operations Center, be familiar with the National Incident Management System (NIMS) and Incident Command System (ICS), and be able to identify the key action items within the Response and Recovery phases of Emergency Management.
Examine your community’s communication and operational capabilities when faced with an emergency or disaster, and evaluate issues such as:
Who should enroll: Mayors, managers, administrators, department heads, public safety personnel, city council and village/town/county presidents and board members, and community members.
James A. Reseburg (CPM, EFO), CEO of Emergency Planning Solutions, LLC has worked in emergency services for more than 30 years. He served on the Beloit, WI Fire Department for 28 years, his last eight as fire chief, emergency manager, and hazardous-materials director. He also has worked as an adjunct faculty member at the Emergency Management Institute.
Robert M. McKibben (MBA, EFO), COO of Emergency Planning Solutions, LLC has served in fire and emergency-management services for nearly 30 years, the last six as fire chief and emergency manager for the City of Peoria, AZ. He has developed and conducted emergency-management exercises and disaster drills and served as a senior advisor for public safety at Super Bowl 42 in Glendale, AZ.
Albert H. Fluman (MPA), is a supervisory exercise training specialist with the Emergency Management Institute of the Federal Emergency Management Agency (FEMA). Former acting director of the Incident Management System Integration Division of the National Integration Center, the Chief of the NIMS Training and Exercise Branch, and the Chief of the Integrated Emergency Management Branch of EMI.
Marion L. “Chat” Sloane, Jr. is president and senior consultant for Challenging Hazards Applying Technology & Associates. Retired Indiana State Emergency Management Agency, Director of Preparedness.
To register: You must pre-register. Use the enrollment form (see registration options) and mail or fax (608-265-3163) to the Registration Office; or call 608-262-2451. Fees must be paid with the enrollment or a purchase order or other appropriate authorization sent with the form. All enrollments are accepted in the order received as space is available. You may send a substitute if you cannot attend. If an emergency forces your cancellation from the program, please notify us as soon as possible to allow a person on the program’s waiting list to attend.
Fee: $258 includes instruction, materials, refreshment breaks, lunch, CEUs, and nonrefundable administrative fee of $20. Reduced fee of $235 for three or more individuals from the same organization, when registering using the same form.
Cancellation policy: If you are unable to participate in a group class or arrange for a substitute, you may obtain a refund minus the $20 administrative fee by contacting our registration department at least 3 business days prior to the program. If you cancel 3 business days or less before the program, or do not participate, you are responsible for the entire fee. To cancel or arrange for a substitute, please call 800-725-9692. No refund is given for cancellation of an Independent Study class. Exceptions to this policy will be determined by CPM program staff on a case-by-case basis.
Lodging: You are responsible for making your own arrangements for lodging.
Location: This program is held at UW–Extension's distance education and conference facility—The Pyle Center, 702 Langdon St., Madison. Fully accessible meeting spaces, outstanding catering services, and leading-edge interactive technologies create an optimal learning environment.
For overnight stays, accommodations are available at The Lowell Center, conveniently located less than a block from The Pyle Center.
