Police and Legal Issues
These workshops and programs focus on the management of public safety agencies including police, fire, and emergency services. We offer one-day classes, a law enforcement certificate (see below), onsite training and consultation, and other development opportunities.
2008 programs for police and fire commissioners and staff:
Certificate programs for law enforcement supervisors and managers:
Certificate programs currently are being held in Wausau, co-sponsored by the Marathon County Sheriff's Department; and in Franklin. Both programs are 36-day, two-day-a-month programs. Topics include leadership, strategic planning, budgeting, personnel management, ethics, problem oriented policing, and more. Both programs lead to the Certified Public Manager credential, and may be reimbursable through Training and Standards funding. The Law Enforcement Management Certificate is specifically designed for individuals working in law enforcement. This program is a part
of the Wisconsin Certified Public Manager program.
Certificate programs for command staff in law enforcement can be scheduled to meet departments' schedules and budgets, from short (5 day) programs to the full 36-day program which qualifies graduates for the Certified Public Manager® designation. Fire Service Leadership Institute
This Institute is co-sponsored by the Wisconsin Fire Chiefs Education Association. In includes eight one-day programs, leading to a Certificate of Fire Service Leadership, intended for those in the fire service who are expected to move into chiefs/assistant chiefs/captains positions in next 5-7 years, or new chiefs, especially in small or volunteer/paid-on-call departments
Classes in the program include:
- Fire Service Leadership (Part I): Leadership Assessment, Styles, Principles (Offered October 31, 2007)
- Fire Service Leadership (Part II): Ethics (Scheduled for March 14, 2008)
- Fire Service Decision Making: Strategic Planning and Management
- Fire Service Finance: Budgeting Approaches and Capital Budgeting
- Fire Service Human Resources: HR Elements including selection, training, motivation
- Fire Service Labor Relations: Fundamentals of Labor Relations; Discipline and Grievance
- Fire Service Performance Excellence: Performance Measurement and Management
- Fire Service Relations: Working with Councils, Boards, Commissions and Citizens

All classes are fully applicable to the Wisconsin Certified Public Manager Program, if a person (or the entire group) chooses to continue towards full certification within three years of completing an institute.
