The Law Enforcement Management Certificate within the Certified
Public Manager Program
Individuals in law enforcement may desire a Law
Enforcement Management (LEM) Certificate rather than a Certified
Public Manager (CPM) designation. UW-Madison's Governmental
Affairs Unit offers the LEM Certificate within the CPM Program. Individuals may work towards the CPM with
a law enforcement focus, or they may choose to pursue only the LEM
Certificate.
Individuals may count either general CPM classes
or law enforcement management classes toward the LEM Certificate.
To receive a certificate, an individual must:
- Complete the following required courses:
- Management Assessment (CPM) or Assessing Your Police Management (LEM)
- Management Profession (CPM) or Policing in Wisconsin (LEM)
- Strategic Planning (CPM) or Strategic Planning in Policing (LEM)
- Ethics (CPM) or Ethics in Policing (LEM)
- Supervising Supervisors (CPM) or Supervising in Policing (LEM)
- Leadership (CPM) or Leadership and Discipline (LEM)
- Problem Analysis and Problem Solving (CPM)
- Productivity and Quality Improvement (CPM)
- Complete 15 days of elective courses, three days in each of the following
elective course areas: quantitative methods, public policy, organizational
management, resource management and personnel management.
Individuals who complete all coursework then undertake an applied project. Successful
completion of the project leads to the Law Enforcement Management Certificate.
Individuals who wish to continue in the CPM Program after receiving
the LEM must complete a comprehensive written review of the classes they have
taken. To receive a CPM, they will then complete all coursework (but not the
applied project) in Phase III of the CPM Program.
The CPM Program also offers comprehensive Law Enforcement Management Programs. Currently, the Marathon County Sheriff's Department is co-sponsoring a program in Wausau, and the City of Franklin is hosting a program. Both programs are two-day a month programs geared specifically for those in leadership or command positions in law enforcement.
Completion of a program earns the full Wisconsin Certified Public
Manager (CPM) designation.
